Vocabularies should be sorted by Label, not ID

When editing document properties, the scrolled lists for topics and subtopics
currently sorts items by vocabulary ID, not by Label. However, sometimes it is
necessary to modify a topic's or subtopic's Label, while it is not possible to
modify its ID. Therefore, these scrolled lists should sort by Label, to reflect
modifications, rather than by ID.
