An user having the "WriteVersion" permission should be able to restore a
version.

Right now, a user having the Version permission which includes the WriteVersion
permission doesn't have the right to restore the document at the version
because he needs also the WriteProperties permission. The WriteProperties
should be included in WriteVersion.
