I upgraded to 5.4.1, and now from my administrator-level account, I can browse
by tag and the expected documents are listed.
However, from a restricted account, when I try to browse by tag, no documents
are listed for any tag, although browsing by subject or the main navigation
works fine -- all the expected documents are listed. But those same documents
are not found by tag.
