Clicking on Document Management tab does not work

When I open DM as a non-admin user, I see My Personal Dashboard. When I click
on the Document Management tab, it stays on My Personal Dashboard.
To reproduce:
Create a user & log in as that new user.
Try to click on Document Management tab.
