The paste button shows only in non-empty folders

There is a different behavior between empty and non-empty folders. The paste
button appears only inside non-empty folders. One should be able to add items
to empty folders as well (You can see it as: an empty list is still a list and
elements can be added to it).
While it is already possible to paste items from the clipboard using the
Worklist (CLIPBOARD_LIST | DEFAULT_LIST) buttons, the paste button below folder
listings (Document List toolbar (CURRENT_SELECTION_LIST)) is missing for empty
folders.
