Some automation chains cannot be chosen for an event handler

On the project "ACLBasedPublishing", I had one event-handler targeting one
autoamtion chain. If I go to the event-handler configuration again, it doesn't
find the chain and says I didn't configure it. Indeed, the drop-down list that
shows me the chain doesn't show me all of them.
It could be because the chain doesn't have the good "scope", but the problem is
that I did configure it before and it worked
