Fix how publication sections are filtered when setting publication targets

If the publication targets are set on a workspace, it's not possible any more
to publish in the targetted sections if we are not in the first domain: the
Publication tab only displays the sections for the first domain.
The publication section tree have to be filtered as it's done for the Manage
publication tab,
