Move jQuery Flot and plugins to nuxeo.war/scripts/ so that they can be accessed
statically
That's needed by OpenSocial gadgets that require those scripts if we want to
add them outside Nuxeo (in iGoogle, Confluence, ...) => they need to access
those scripts anonymously and statically.
