Description:
Create a case with a case item.
Go to distribution tab for the case and, with no mailing list created, click on
SEND.
Message "There isn't any participants"
Change this to read "Please choose a mailbox or mailing list".

Users currently can distribute cases (items) to a distribution list that has no
mailbox in it. And no message informs the user that there is actually no
recipient for this distribution.
It would be nice to prevent this "fake" distribution and display a message to
the user saying that distribution cannot be done because the list is empty.
