Folder toolbar category corresponds to nothing in CMF

If you choose Folder toolbar as the target actions category, the button is not
displayed, probably because in CMF the "New" button on the case is not around
that category.
So, at least, Folder toolbar category should be withdrawn for now, at best we
should add the category that is actually there (see with Mariana)
