Fix For: Short term backlog
When creating a content view, the same way we can select the availability of
the selected documents actions category, we need to be able to select an
equivalent of the "folder toolbar" (which is on content tab). Reasons:
- using only the selected documents one is not good for user experience when it
is not an action that refers to selected documents
- this category is not displayed when there is no document in the result layout.
