In an action filter rule, the rule items are supposed to all resolve to true 
for the rule to be granting (if it's a granting rule). This is broken when 
adding several conditions to an action (possible in the API but never used in 
the app) as if at least one condition is met, the others are not.

This is visible when configuring actions through Studio as several conditions 
are added dynamically depending on higher level conditions exposed to the user 
(for instance, check on life cycle + EL expression)
