Fix For: 2.4.1
Some high level conditions (for instance "document has life cycle") are
translated as conditions withing the same rule on actions.
This is not compliant with the action filters resolution => need to break the
rule into several rules to get back the wanted behaviour (e.g. "Enable the
action only if all of the following conditions are met")
