What currently the routeManagers does :
- the users in this group can validate & duplicate route models
- the users in this group have the manage everything right on the
RouteInstancesRoot
The "ValidateRoute" permission was not well chosen , this should be called
"ManageRoute" permission and should apply on the instance of the route as well.
