There is from 5.3 version a workflow for publication.
When the user B publish click on publish document, in fact, he's asking for
publication to administrator to this space to publish it. There is a moderation
a priori.
So user B can see this document and the administrator (user A) of the section.
But as the document is not published, it can't be seen by the user C.
But the administrator can publish the document.
There is a section below of the summary view where the administrator can accept
or reject the publication request (if reject, he must motivate the rejection).
If you look also into the summary of the document when the user b navigate to
the proxy before administrator accepts the request there is a fragment with
this information:
*This document is waiting for a publication approval*
