When importing a csv file in vocabularies, there are two minor issues:
- the popup should not be closed when clicking on "import" without submitting a
file (because an error is visible but just after, the popup is closed so users
may not have time to read it)
- show an explicit message when uploading a csv file without roots in
hierarchical vocabularies.
