filters the empty trees then it returns null, and so
{{getCurrentPublicationTreeForPublishing}} calls
{{publisherService.getPublicationTree}} with a null.
{{document_publish_template.xhtml}} calls
{{publishActions.currentPublicationTreeForPublishing}}
