Make it possible to launch synchronization of mailboxes from the UI

There's currently no way to launch mailboxes synchronization manually:
displaying an action on admin center/users & groups by adding a new tab
"mailboxes" would be an option.
Warning: when launching this action, it should be impossible for other users
(or for same user) to launch it again while synchro is still running (need to
use a boolean blocker on a singleton like the service, like the listener is
already doing when launching sync by scheduler)
