Anyway this should be taken care of very soon with the maven
refactoring and a better install/config framework.

The problem is that this properties file is versionalized.

"build.properties.sample",
and a new step should be added to the quickstart guide to copy this
file to "build.properties" and adjust the properties as needed.
I guess your request has not been taken care of :) What you could do
would be to create an enhancement Jira issue so we don't loose the
proposal.
