note that "make patch" adds the JAVA_OPTS several times to run.conf,
it's included in 'make all' so it's run each time

Yes it is a bug :)
"make" or "make install" should be run only the first time
then you should use "make update" to avoid repatching jboss each time.
I will fix it.
As a note the Makefile will be removed in future and replaced with a
pom.xml that will handle the deployment
