Hi,

The German-only message are probably leftovers that have not been removed from the translation files. You should ignore them.
The reference language is always English.

The coordination for external translators is done through this mailing-list, so thanks for posting :) If you detect inconsistencies, don't hesistate to just post them here or in Jira.
