Hum, this is done by Nuxeo Runtime, so I guess this is done at runtime :)

You can do it programmatically by building descriptor instances (XObject
annotated classes) directly from your code and then registering them to the
matching runtime services instead of parsing static XML descriptions.

However Nuxeo does not provide a high level UI to build document types (yet).
