The .properties files are standard Java properties files, and they're always encoded in ISO-8859-1. See http://java.sun.com/j2se/1.5.0/docs/api/java/util/ Properties.html#encoding for reference.
If you want to edit them easily in your preferred character set, you must use the standard "native2ascii" Java tool that is probably available on your system with Java.
