They are deployed by the WebEngine modules. So if your deployment
includes the WebEngine modules, the WebPages types are also deployed.
From functional POV: think as an extra opportunity. You can create the
webpages from EP too. As, for instance, you can create a new document of
a custom type using the default mechanism.
