It is looking for jar in the wrong repositories. It needs to look inside 
nuxeo's repository also. This is done in Nuxeo's parent pom:
  <repositories>
    <repository>
      <id>public</id>
      <url>http://maven.nuxeo.org/public</url>
      <releases>
        <enabled>true</enabled>
      </releases>
      <snapshots>
        <enabled>false</enabled>
      </snapshots>
    </repository>
    <repository>
      <id>public-snapshot</id>
      <url>http://maven.nuxeo.org/public-snapshot</url>
      <releases>
        <enabled>false</enabled>
      </releases>
      <snapshots>
        <enabled>true</enabled>
      </snapshots>
    </repository>
  </repositories>

Maybe your plugin doesn't inherit from Nuxeo's parent pom, in which case you 
would need to add this in your pom. 

Which project exactly is throwing this error ?
