Two ways:
First, you could overload the UserManagerActionsBean bean to change the validateUserName() method. It uses a fixed VALID_CHARS = "abcdefghijklmnopqrstuvwxyzABCDEFGHIJKLMNOPQRSTUVWXYZ_-0123456789". Note that this is just the UI layer, at the lower UserManager layer there are no restrictions on user ids.

The simpler way is to redefine the layout "user". See its original definition on
http://hg.nuxeo.org/nuxeo/nuxeo-dm/file/5.2/nuxeo-platform-webapp-core/src/main/resources/OSGI-INF/layouts-contrib.xml
It contains
           <property name="validator">
             #{userManagerActions.validateUserName}
           </property>
which you can remove or replace with your own validation.
