The so called 'vocabularies' are in fact directories which have
'vocabulary' schema, and this won't fit your need here.
So what you have to do here is to define a new schema for your "office"
directory and to use it in your directory definition, like:
<directory name="office">
<schema>office</schema>
....
You can take as an example the definition of documentsList directory from
nuxeo-dm\nuxeo-platform-default-config\src\main\resources\OSGI-INF\nxdirectories-contrib.xml
