What you want to acomplish is done with Templates.
You create a structure in the Templates section, and you use it on
Workspaces.
Inside Sections you can only create "Sections" (folders).
This is explained well here:

I'm not sure you want to change this behaviour too... or just giving
access to workspaces to use templates for content creation.

This is for the user, he found the same structure and should not to
recreate for publishing.
I would only the structure, then the action of publishing is manually.
