The problem with dashboard actions not having the correct protection against a null document manager has been fixed in the current trunk. See https://jira.nuxeo.org/browse/NXP-4631 ... I fixed this with a commit in the last few days. The commit was to the nuxeo-features project and has hg id ef967b8fab0f.
