This is not possible with the HTML5 standard drag & drop interfaces, which do not provide access to the file's creation and modification timestamps. See http://www.w3.org/TR/FileAPI/#file
It could be possible for the dedicated Firefox and IE plugins, but these will eventually become obsolete when a standard HTML5 plugin appears, so I don't think it's worth contemplating.
