Transactions are a complex subject. Transaction start/commit occurs at different times in different contexts, it's hard to give a single answer.
In basic JSF UI, it's a standard Seam filter that does transaction start/commit. In other web contexts it's NuxeoRequestControllerFilter. For some REST API calls it's ThreadSafeRestletFilter. For post-commit events it's BulkExecutor.
