When packaging jars for the tomcat server, you can mix both official nuxeo jars
and custom plugins in the bundles folder. In fact you could also deploy your
plugins in the nuxeo.ear/system folder of a jboss server. The nuxeo.ear/plugins
folder just a convenient way to identify plugins by convention on jboss
deployments.
