This is wrong.
"hg branch ..." is used to rename current working branch.
"hg up -C 5.4" is switching your working repository to 5.4 development branch.

Mercurial is locally storing the full repository. So you have all others 
versions stored in .hg but your working
directory is aligned on the one you updated to.
