Well, the error "ORA-00942: table or view does not exist" is sent by Oracle, so it should log it along with the statement causing it.
Yes the ACLS table should be created automatically at startup, like all other Nuxeo tables, except if you've specified <noDDL>true</noDDL> in the configuration.
