You wish to preview a scanned PDF in Nuxeo, correct? Scanned PDFs are images without text. So there really isn't any HTML text to display by PDFtoHTML.
In order to display a PDF image you need a PDF viewer for HTML. There are a number of PDF viewers that can run in a browser. Qoppa makes a Java PDF viewer that can be deployed in a web page as an applet. Also you might try FlexPaper which offers a flash-based PDF viewer that is deployed in a web page(open source available). There are others available if you do a web search for PDF viewer.
