It depends on where (USA, UK, Canada, Germany, Australia, etc.) you want to go and what are your long term plans after you complete your studies. Let me give you an example...
If someone wants to go to US to do his Masters, then TOEFL and GRE is what most universities recognize here and ask their prospective students to take. One will still need to do some research in that regard to find exactly what (tests, scores, etc.) is needed by universities of his choice. On the other hand most of Pakistani students coming to US also try to give IELTS Test as that is something which is required/valued by Canada for its immigration process. The job market in US has not been that good as it used to be, thus it's better and safe to also apply for Canadian Immigration and keep it as a second option.
IELTS Test could be useful for admissions in Canadian universities too, I don't know for sure... Thus here are some links for you to find this out...
