Assalaam-o-alaikum.
 
The first article really didn't make much sense to me for many days ... Has Pakistan really improved her infrsstructure so much during last few years (I have not visited Pakistan for last 4 yrs or so ... I am a student in University of Waterloo, did M.S. and now working towards Ph.D.) ... The first article painted a very rosy picture ... the second article was more realistic and 'pinky' (though patchy) in nature.
 
my personal feeling was that Pakistan spend more energies to 'Expand' IT facilities to smaller (prob. even smallest) towns as well as reducing the badndwidth charges ... my assessment is that the second direction has really resulted in competitiveness of Pakistani markets but the first direction has not done much to increase the competitiveness (though it certainly did what govts. are supposed to: try to provide equal opportunities to the whole populace) ... by all means, we do need redundant network connections to the world's communication links ... it seems true from both for market competitiveness and strategic aspects (unless we have already decided to become what all 'leaked' news items and present pakistani tactical, if not strategic, moves suggest).
 
By all means, Pakistan needs many groomed intellectuals to carry over this nation to our coming generations in a sound state (that has immese strategic, both military and trade, as well as human resource potential) ... we lose a significant (I should say the significant) portion of our human resource potential just b/c we are not able to properly (if at all) groom our people to meet today's challenges ... towards this end, I felt upon arriving to University of Waterloo (arguably considered to be #1 in Canada) that our graduates are among the best performing in these institutions (despite all the time we 'waste' in discussing the situation back home as well as situation of ummah) ... however, our graduates are not able to make an 'entry' to these institutions due to lack of understanding of the dynamics of admission process (Indians are very apt in this) ... Literally, all my friends who applied for Ph.D. in University of Waterloo (Systems Design Engineering, E! lectrical & Computer Engineering, Management Sciences) had their applications rejected ... and, literally without bragging, I was able to get all of them admitted to the desired depts. with full fundings ... I have lost my connections in Management Sciences (due to some deeds of a friend that tarnished my image as a 'recommender') ... however, I still have some connections (well! take this word with a grain of salt) in Systems Design Engineering and Electrical&Computer Engineering.
 
I have written all this b/c if some of you are really interested (REALLY INTERESTED ... a zillion times) then I invite you to explore these two departments (www.uwaterloo.ca) ... if you really have an intention to go for Ph.D. in related research areas then I 'may' help (a very weak 'may help') ... however, I am writing my thesis and I don't even have time for my kids ... so, I cannot communicate if you only have a very vague plan and are just 'exploring' some future option ... if you have a good intention then visit department web sites and zero in to your target professors [YES!!! It's the Professor that gives admission and not the university (b/c professor has funds) ... true everywhere in the world ... university is only a formality ... target the professor(s)] ... I might be able to help from that point on in telling you how to proceed (at least in U Waterloo).
 
I would, insha'ALLAAH, try to jot down some of my expriences and insights gained through my pursuance of friends' admission cases ... it might be helpful for many (or, at least, for some) ... but, I would only be able to do it after my thesis dissertation ... for this e-mail my advice is only one: TARGET THE PROFESSOR and not the school or the department (as you can do PhD in Artificial Neural Networks from the Psychology dept. of Waterloo ... and trust me, that PhD would be worthy of getting a position in most of the prestigious institutions of the world).
