Position Description



TITLE:  Coordinator, Policy Development and Evaluation

DIVISION:       Academic Affairs
                Graduate School of Oceanography

REPORTS TO:     Director, Coastal Resources Center

PAY GRADE:      14

SUPERVISES:     Technical and professional support staff

BASIC FUNCTION:

Supervise research and advisory projects involving coastal resources policy
development and implementation through the formulation and refinement of
coastal management concepts and tools.  Work as a member of
interdisciplinary teams to define priority needs and opportunities
worldwide and formulate practical responses that advance effective coastal
ecosystem governance.

DUTIES AND RESPONSIBILITIES:

Supervise elements of Center projects as assigned by the director involving
the testing, refining and dissemination of coastal management practice and
program evaluation.

Provide guidance on CRC field programs and to international partners on the
design and selection of coastal management strategies suitable for a range
of contexts unique to each nation.

Collaborate in field program, educational and training activities on
conceptual and practical approaches to policy development, program design,
implementation, evaluation and institutional analysis.

Organize global activities of the Center's Director.

LICENSES, TOOLS, AND EQUIPMENT:

Macintosh computers and printers, word processing, database management and
spreadsheet software.

ENVIRONMENTAL CONDITIONS:

The position will not involve substantial exposure to adverse environmental
conditions.

QUALIFICATIONS:

Ph.D. or master's degree and five years of experience in research, policy
analysis and technical assistance on coastal management topics required. 
Available for travel up to two months per year required.  Demonstrated
abilities in policy relevant research and presentation of technical
material to lay audiences required.  Language skills in Spanish, Russian
and/or French preferred.  Demonstrated administrative experience and
expertise in managing multidisciplinary research and development projects
required.  Experience in dealing with international donors and/or
international collaborators preferred.  Excellent project management and
organizational skills required.
