REP. FURSE INTRODUCES BILL TO REPEAL THE RIDER!
Representative Elizabeth Furse (D-OR) held a Capitol Hill press
conference yesterday to announce the introduction of bi-partisan legislation
to repeal the salvage logging rider attached to the Rescissions Act of
1995 (Public Law 104-19). The "Logging Without Laws" rider has
suspended all environmental laws protecting public forests, and under
the guise of a forest health crisis, led to the logging of green healthy
Ancient Forests.
Rep. Furse was joined by 37 co-sponsors including Republican
Reps. John Porter (R-IL), Wayne Gilchrest (R-MD), Christopher Shays
(R-CT) and Connie Morella (R-MD), who is the official co-author of the
bill. The Furse/Morella "Restoration of Natural Resources Laws on the
Public Lands Act of 1995" does not yet have a bill number, but will be
assigned one by early next week. The legislation will completely
overturn the logging rider and all ensuing court decisions and timber
sales.
In her statement at the press conference, Rep. Furse asserted
that "America is a nation of laws. Americans are law-abiding citizens.
But the salvage rider has put logging outside the law. The reason
that I and other Members of Congress are here today is that the rider
was a sham. Congress was misled in six major ways when it
approved the rider." She then cited the six reasons: the logging of
healthy Ancient Forests; losses to the taxpayers and inappropriate
corporate welfare during a time of drastic budget cuts; damage to
property rights of private timberlands by driving down prices; damage
to wildlife, fisheries habitat and restoration efforts; undercutting the
Northwest Forest Plan by requiring the logging of previously protected
Ancient Forests; and the extreme industry interpretation of the Section
318 sales requiring the immediate logging of every timber sale ever
offered in the region that had been held up for environmental or other
reasons.
