"man" and meat-eating

If one does not eat meat because one does not have the money to pay for 
it or the ability to raise it, has that person refused to be a man?  Put 
another way: is it the act or the intent that makes the difference?
 
(some might recognize this as the distinction between teleological and 
deontological ethics)
