The work of the Institute concentrates on long-term human conceptual and mental development and change. The objective is understanding human development -- cultural, social, economic, spiritual-religious, scientific, and technological development, problems and consequences, within the fundamental nature, conditions, demands, and challenges of human existence, especially of human mental existence, on the one hand. And, on the other hand, to understand them within the within the historical context of where as a species we have come from, where we are, and where we are heading in human conceptual and mental development, the development of the understanding and the mental skills and practices we rely on, where we must go to sustain human existence, and how to get there. Within the context of its Human Conceptual and Mental Development Project the Institute is hosting an Internet Workshop on Human Conceptual and Mental Development and Change (see attached announcement). I believe the workshop may be of interest to members of the ECOFEM List, as it touches on and raises issues that seem central to ECOFEM. The workshop will map out a new direction from the historical path of human development, a direction in human conceptual and mental development to sustain human existence and prevent in the long-term the premature demise of the human species at its own hands. The Workshop will guide participants through a discussion of traditional cultural, social, economic, religious, scientific, and technological development, their focus, direction, limits, and shortcomings and of the nature and causes of mental, social, economic, and environmental problems we face today globally. The accusation comes from the Assistant Superintendent of the federal environmental agency, IBAMA in Goias, Teofilo Luiz dos Santos. Serra dam Mesa is flooding an area of 1,784,000 sq. km. at the headwaters of the Tocantins, one of the major rivers of the Amazon, in order to generate 1,293 MW of energy beginning next year. Based upon reports by Naturae, the company contracted by the electric company, FURNAS, to conduct the animal rescue, and personal testimony by participants in the rescue process, the Federal prosecutor in Goias, Rosangela Pofahl Batista is saying now that many of the animals, including monkeys, capybaras, foxes, deer, tapir, and leopard cats were shot by workers for the company Naturae with arms provided by the company as the waters were rising. According to boatman Humberto Pereira da Silva, "the orders were to shoot anything that moved", he said showing a photo in which he appears carrying a rifle while a capybara hanging from a branch is bleeding from the chest. "We went out in bands of five to kill monkeys, capybaras, and other animals...I killed thousands of mammals, more or less, he said" Osvaldo Cardoso also was employed as a specialist in killing animals. According to him, snakes, forest mice, monkeys, and armadillos were captured alive and taken to the base. There, they were rapidly killed via lethal injections of ether or cloral hydrate, applied to the stomach, breast, or brain of the animals. Cardoso said he was paid $120 per month for eight months of killing animals. Agents of IBAMA, the Federal Prosecutors' office, and the Federal Police confiscated dozens of animal carcasses conserved in a freezer, snakes and monkeys maintained in drums in formol, and dozens of birds including toucans and hawks, which will be autopsied to determine the cause of death, and are searching for a "cemetery" of animals. base 1 of the operation termed "Resgate Lobo-Guara'" (Wolf Rescue), "the process consists of taking the animals for scientific use. Some of the animals are taken alive for scientific institutions, others to be released in the wild, and reptiles and poisonous snakes are also sent to scientific institutions." Norma Vilela of the Environment Department of FURNAS said "When a dam is built flooding an area, a natural habitat is flooded and so it is not recommended to take animals from one place to another, which will cause additional impacts.
