*The Quincy Library Group Bill, S. 1028 *
This bill affects laws regulating logging. It hands over near-total
control of our forests to timber companies. The way to stop it is by
contacting Senator Barbara Boxer of California.

The bill is a hoax designed to eliminate existing controls in the
Environmental Protection laws that govern overcutting, watershed
damage, and species extinction. It has been written by and for the
timber industry. As written, it effects only the forests of the Sierra
Nevada mountains; however, as all such bills, it would set an
unbearable precedent. More such bills will follow if passed.
These bills are composed so as to cause as much confusion and
misunderstanding as is possible. One must dig deeply to ever see
that THE BILL IS REALLY ABOUT doubling logging rates, increasing fire
danger, and subverting our environmental laws.
Despite amendments adopted in the House designed to address the
concerns of overriding existing environmental laws, THE BILL WOULD
STILL CIRCUMVENT the process of substantive and procedural COMPLIANCE
WITH ENVIRONMENTAL LAW. The QLG "experiment" would not only have a
far-reaching and devastating environmental impact on California's
Sierra Nevada National Forests, it sets a very dangerous precedent
for management of all National Forests in the country. Already, H.R.
2458 by Rep. Helen Chenoweth (R-ID) proposes to start QLG-like
"experiments" on *all* federal public lands, and advocates more
logging and grazing as ways to "*reduce fuels*." America's National
Forests have already suffered through the "forest health" hoax under
last Congress's Salvage Timber Rider. S. 1028 is more of the same.
"Boxer is the Key" -- California Senators Dianne Feinstein and
Barbara Boxer are the original sponsors of the bill. Although Feinstein
has rarely shown herself enviro-friendly, Sen. Boxer is one of our few
environmental champions. The goal is to persuade her to remove her name
from and publicly oppose the bill.
S. 1028 is scheduled to be considered by the Senate Energy and Natural
Resources Committee ON WEDNESDAY, 22 OCTOBER. This is the last
procedural step before the bill moves to the floor for a vote -- unless
the Committee votes to stop it.

CALL FOR PAPERS
"BRIDGES AND BOUNDARIES"
The Environmental Studies Association of Canada (ESAC) is pleased to
announce that its fifth annual conference will be held as part of the
Congress of the Social Sciences and Humanities at the University of
Ottawa from June 2 to June 5, 1998. ESAC was established in 1993 to
promote inquiry into environmental issues within and among a range of
academic, professional and activist communities. ESAC has participated
in the Congress, formerly known as the Learneds, organized by the
Humanities and Social Sciences Federation of Canada, for five years.
CONFERENCE THEME: The theme of this years conference is "Bridges and
Boundaries" to recognize and promote discussion on the myriad of links,
interconnections, or "bridges," and the divisions, barriers, differences,
or "boundaries" that we all encounter in our work. We would like to
explore the notion of bridges and boundaries in environmental studies
through a variety of panels on many of the subjects of current interest.
While papers do not have to focus exclusively on bridges and boundaries,
it might be interesting and useful for all of us to consider at least
briefly where the bridges and boundaries in our own work might lie.
POSSIBLE PANELS INCLUDE: We are open to panels on anything ranging from
environmental problems and issues, such as global warming, habitat loss,
and pesticide use from both biophysical and socioeconomic perspectives,
to tools, approaches and philosophies for addressing or examining those
problems or issues, such as land use planning, public participation,
activism, traditional ecological knowledge, ecofeminism, bioregionalism,
environmental studies in academia, to perspectives and interpretations on
the ways in which we view and have viewed the environment in both past
and present, across different cultures and among different communities.
We want to talk about what you want to talk about - so send us your ideas!
POSSIBLE JOINT SESSIONS AND PUBLIC FORUMS: We will explore the
possibility of having joint sessions with several of the other
associations that will also be participating in the Congress during the
same time period as ESAC, including Political Science, Sociology,
Communication, Socialist Studies, Law and Society and Geography. We will
also be examining the possibility of holding a public forum inviting
local activists, government representatives and community members. So
again, send us your ideas!
TO PARTICIPATE
We welcome any and all ESAC members and anyone else active in the field
of environmental inquiry to submit paper or panel proposals, chair a
panel or act as a discussant. We welcome proposals on any type of
presentation - formal, informal, interactive, visual, creative. Paper
presentations must be a maximum of 20 minutes to allow for comments from
a discussant and questions. Panels can range in length from 1 to 3
hours, depending on the number of speakers to be involved and the types
of presentations to be made.
If you wish to present a paper:
1) Submit an abstract (250 words maximum) plus your name, address, email
address, telephone number and fax number to Jennifer Ellis at the address
below by FRIDAY, DECEMBER 5, 1997.
2) You will be notified if your paper has been selected for presentation
by January 9, and full papers must be received by APRIL 15, 1998.
If you wish to organize a panel:
1) Submit a general outline of the panel proposed (250 words maximum)
including the length of time you expect it to take and the abstracts (250
words maximum) of all your proposed panel presentations plus the names,
addresses, email addresses, telephone numbers and fax numbers of all the
proposed presenters to Jennifer Ellis at the address below by FRIDAY,
DECEMBER 5, 1997. Incomplete panel proposals will be considered,
provided the majority of speakers are in place, and abstracts for the
remaining speakers are forwarded to Jennifer Ellis by January 9, 1998.
2) You will be contacted by a conference coordinator by January 16, 1998
to discuss whether your panel idea will be accepted as proposed, or
whether some modifications are necessary. Full papers for all of the
panel presentations must be received by APRIL 15, 1998.

L'Association canadienne des itudes environnementales (ACIE) est heureuse
d'annoncer que sa cinquihme colloque annuel aura lieu dans le cadre du
Congrhs des sciences humaines et sociales, du 2 au 5 juin 1998. L'ACIE a
iti fondie en 1993 pour faire la promotion de la recherche sur les
dossiers environnementaux par les milieux acadimiques, professionnels et
les militants. Elle participe au Congrhs des sciences humaines et
sociales, anciennement appeli "Congrhs des sociitis savantes", depuis ces
cinq annies.
THHME DU colloque: Le thhme du colloque de cette annie est "liens et
barrihres". Il vise la reconnaissance et la discussion de la multitude
de ponts, d'interconnections - de "liens" - et les divisions, frontihres
et diffirences - ou "barrihres" - auxquels nous sommes toutes et tous
confrontis dans notre travail. Nous souhaitons riflichir sur ces notions
de ponts et de frontihres dans les itudes environnementales, ` l'aide
d'une variiti de panels de discussion qui aborderont plusieurs sujets
d'intirjt actuel. Bien que les communications n'aient pas ` traiter
exclusivement de ce thhme principal, il serait intiressant que nous nous
arrjtions tous au moins un moment pour nous demander oy se trouvent liens
et barrihres dans l'exercice de nos travaux respectifs.
PANELS QUI POURRAIENT ETRE ENVISAGIS: Nous sommes ouverts ` une large
gamme de sujets, allant des problhmes et dossiers environnementaux, tels
le richauffement global, la perte d'habitats et l'usage des pesticides,
tant d'un point de vue biophysique que socio-iconomique ou ithique,
jusqu'aux approches et paradigmes utilisis pour itudier ces problhmes et
dossiers, tel que la planification de l'utilisation des terres, la
participation des citoyens, le militantisme, la connaissance icologique
traditionnelle, l'icofiminisme, le biorigionalisme, les itudes
environnementales universitaires, en passant par les perspectives et les
interpritations sur les rapports ` l'environnement dans le passi et
aujourd'hui, entre diffirentes cultures ou communautis. Bref, nous
voulons discuter de ce qui vous intiresse, alors faites nous part de vos
idies!
SESSIONS CONJOINTES ET FORUMS PUBLICS: Nous allons voir s'il est
possible d'organiser des sessions conjointes avec plusieurs des autres
associations ou sociitis qui participeront au Congrhs entre le 2 et le 5
juin. Nous pensons notamment ` l'Association canadienne de science
politique, la Sociiti canadienne de sociologie et d'anthropologie,
l'Association canadienne pour la communication, la Sociiti d'itudes
socialistes, l'Association canadienne Droit et Sociiti, et l'Association
canadienne des giographes. Nous itudierons aussi la possibiliti de tenir
un forum public oy seraient invitis des militants locaux, des
reprisentants de gouvernements et des citoyens. Encore ici envoyez nous
vos suggestions!
POUR PARTICIPER
Nous invitons tout membre de l'ACIE et toute autre personne active dans
le domaine environnemental ` soumettre des propositions de communication
ou de panel de discussion, ou ` soumettre sa candidature comme prisident
de siance, de panel ou encore comme rapporteur. Tout type de
prisentation sera considiri: prisentation formelle, informelle,
interactive, visuelle, criative, etc. Les communications sont d'une
durie maximale de 20 minutes, de fagon ` permettre les commentaires d'un
rapporteur et les questions de l'assemblie. Les panels de discussion
peuvent durer de 1 ` 3 heures selon le nombre d'intervenants et les types
de prisentation privus.
Si vous disirez prisenter une communication:
1) envoyez un risumi d'un maximum de 250 mots, accompagni de votre nom,
votre adresse, votre adresse ilectronique et vos numiros de tiliphone et
