Hi folks-

It's been a while since we've been in touch with any news, and
unfortunately the news we have isn't good. Hard as it is to believe, the
Utah congressional delegation has decided it's Christmas in April time, and
have reached into their sack for another big lump of coal for people who
care about wilderness. This is seriously bad news folks, so please take a
minute to read up on what's new and how you can help.  Then read about the
new cosponsors we have, making our total now another record setting 137!


1) Brand new wrapper, same lame present--another anti wilderness bill in
Congress

The Utah delegation has dusted off their old anti-wilderness bill,
repackaged it with a feel good name and are promoting it as a "creative,
local solution to the longstanding, wilderness war."
We aren't fooled, and with your help, the rest of Congress won't be either.

In a nutshell--

On April 1st (how ironic) Representative Cannon introduced H.R. 3625, the
San Rafael Swell National Heritage and Conservation Act, that rolls back
environmental protection which has been in place for Utah Wilderness Study
Areas for the last decade. The bill includes red herrings in the form of
national conservation areas and other special designations, designed to
divert attention from the fact that this proposal would remove protections
from currently protected Wilderness Study Areas and threaten other currently
unprotected wilderness areas.  
The fine print--
This bill, H.R. 3625:

-eliminates 141,000 acres of Wilderness Study Areas in Emery and Carbon
counties, Utah, areas that have protected the canyons and mesas for over a
decade, 

-deletes from consideration 666,000 acres proposed for wilderness in
America's Redrock Wilderness Act  H.R.1500 (62% of the lands proposed for
wilderness protection within Emery and Carbon counties by H.R. 1500),

-validates bogus R.S. 2477 assertions made for jeep and livestock trails
inside Wilderness Study Areas;
 
-creates exceptions to the Wilderness Act of 1964 by:
 allows new dams to be constructed in wilderness under the guise of
"modifying"existing small water tanks;

 allows the construction of new communications sites in wilderness;

 restricts the Secretary's authority to control grazing damage in wilderness;

 allows new water users to dry up wilderness streams;

 restricts the Secretary's authority to control motorized use to prevent
undue and unnecessary damage inside wilderness; 

The Situation--

After the delegations' efforts to pass bad wilderness legislation last
Congress was solidly defeated ( thanks to your help!) , Emery County
Commissioners got together with other local leaders and citizens and crafted
a plan for the lands in the San Rafael Swell.  They claim that this proposal
was created by all the "stakeholders".  However, the brilliant Utah State
legislature endorsed the concept without seeing any language or specifics.
When SUWA traveled to Emery County to discuss the proposal with county
officials, it was already a done
deal. This so called consensus concept was then given to Representative
Hansen's staff who drafted H.R. 3625 in less than 2 weeks and it was
introduced on the last day the House was in session before Spring recess by
Representative Cannon. 

A hearing was held on April 23rd before the house Subcommittee on Parks and
Public Lands.  At the hearing we learned that the bill is on a fast track to
be marked up (considered) in Subcommittee on May 5th. Senator Bennett
announced that he would introduce similar legislation on the Senate side.

The hearing was dominated by Emery County Commissioners and members of the
Utah delegation including Governor Leavitt who described their proposal as
being better than wilderness and should be passed by Congress because the
local County Commissioners know what is best for our federal lands.  Most
witnesses from Utah used the hearing to criticize SUWA and the Sierra Club.
There was very little discussion on the substance of the legislation except
from the environmental witnesses.  BLM Director Pat Shea testified that the
Department
of Interior would have to recommend a Presidential veto. 

What you can do to help--

The sooner the real truth about H.R. 3625 is revealed to Congress the sooner
the delegation will realize they don't have a chance of successfully passing
this legislation.  There is little time left before this Congress goes home
to try to get reelected, so some quick work now could kill this bad idea
before it goes too far.

1) Write your Representative today to warn them that H.R. 3625  The San
Rafael Swell National Heritage and Conservation Act is NOT SWELL. It is
another attempt by the Utah delegation to open existing wilderness and lands
proposed for wilderness (in H.R. 1500) to development (See details above).

2) If your Representative is on the Public Lands Subcommittee or House
Resources Committee, call them and urge them to vote against H.R. 3625 when
it is marked up.  (Markup scheduled for May 5 in the Subcommittee, no date
yet for the full Committee but it could be as early as May 6th).

2) Cosponsor update.
It seems odd that with America's Redrock Wilderness Act (HR 1500) gaining so
much support the Utah delegation would continue to put forward ideas so
clearly out of step with both the people of Utah and America. Further proof
in the last few weeks has been the addition of new cosponsors to HR 1500,
setting another record for cosponsors of 137.
The latest to sign up are Reps. Jerry Costello ( D-IL 12), Carolyn
Kilpatrick (D-MI15) and Loretta Sanchez (D- CA 46).  Thanks to those who
called them and urged them to sign up. While you're calling about the bad
bill detailed above, why not check and make sure they are also cosponsors of
America's Redrock Wilderness Act, HR 1500.

Sorry to come to you once again with bad news. It seems there is no
shortage of bad ideas about how to preserve our wilderness lands out there.
Thanks to your help, though, we'll put an end to this one as well. For all
