EPA prodded on minority areas

WASHINGTON (Reuters) - Rep. Thomas Bliley, chairman of the House Commerce
Committee, told the Environmental Protection Agency Tuesday to give states
and other interest groups greater say in controversial "environmental
justice" programs. Earlier this year, the EPA issued an interim policy
statement explaining how it would ensure that minority neighborhoods were
adequately protected from the effects of pollution. The EPA wants to
combine federal environmental regulation with civil rights issues in
enforcing the 1964 Civil Rights Act after studies showed pollution laws
were more strictly applied in mostly white areas than in black ones. See
