reached last year in Japan to fight global warming and said the move showed
its commitment to stemming industrial pollution blamed for heating the
planet. But U.S. ratification of the Kyoto accord, signed Thursday, and
action to implement it appeared some way off. The Clinton administration,
facing opposition to the treaty from the Republican-led Congress, was among
the last of the governments of rich industrial nations to sign the treaty,
which calls for sharp cuts in emissions of waste gases. The treaty must
