Subject: Nuclear Power Plant Mochovce
This is a message especially directed for those of you who live in Europe,
have close contacts to Europeans or are subscribed to European email lists.
Slovakia and France want to complete the NPP Mochovce in Slovakia, about 100 km
from the Austrian border, whose construction has been halted after the breakdown
of the communist governement. This shall be financed by loans of two supra-
national European banks, EBRD and EIB. EBRD set up a number of conditions for the
loan, including proof of being the least-cost option, guaranty of Western safety
standards, and an international public participation process.
As a part of this process, many activities have been launched in Austria which
is a nuclear free country and has the policy of aspiring a nuclear free Central
Europe. I am part of a panel of experts preparing a pertinent report for the
Austrian Government. Any statements from the public have to be filed in until
February 17 at EBRD's headquarters in London. The decision, which would have
decisive influence of other NPP projects in Eastern Europe and finally on the
surviving of the European nuclear industry, is expected end of March 1995.
The EIB is directly responsible to European Union bodies and will make its
decision after the EBRD. As this process has received very little notice up
to now outside of Austria and Slovakia, and as the EBRD decision will depend on
public and government opinion in all its member countries (Western Europe and USA),
I think it is important to spread information on the project also on the grassroot
level.
A document with a summary information (about 900 lines) by the Austrian government
and the full documents submitted by the project applicants are available in German
(summary only) and English from the gopher/www of the Austrian Ministry of the

also by personal email. I can also answer further questions. However, my time to
do so is limited as I have to work hard so that we can meet the deadline.
We all are responsible to prevent future nuclear accidents (Chernobyl was
more than enough!) and the further accumulation of nuclear wastes!
