TITLE:                        SCIENCE POLICY ANALYST

SUPERVISOR:     Director, Habitat Conservation Division

JOB DESCRIPTION:

This new position primarily involves working to implement Defenders'
management and science policy objectives in selected federal planning
efforts for individual national wildlife refuges and forests.  The
position is intended to capitalize on significant new opportunities to
strengthen land management on individual units within these federal
land systems.  The 1997 National Wildlife Refuge System Improvement
Act requires the U.S. Fish and Wildlife Service to develop
scientifically-based management plans for each national wildlife
refuge.  Recent administrative developments, including a new report by
a Committee of Scientists convened by the Secretary of Agriculture,
provide opportunities for strengthening national forest management to
better conserve species and ecosystems. 

The Science Policy Analyst will have the lead role in on-the-ground
work with federal land managers, local citizens and conservation
organizations to develop and promote the adoption of
scientifically-sound management plans to conserve species and
ecosystems.  The  position will also contribute to the development and
implementation of Defenders' policies and programs relating to refuges
and forests.  Although based in Washington, DC, the position entails
regular out of town travel.  The successful candidate will be a
scientist well grounded in both species and landscape conservation and
committed to working in an interdisciplinary setting to strengthen
federal programs to conserve wildlife on public lands.

DUTIES:

1) Develop comprehensive species and ecosystem management
recommendations for individual public land units based on Defenders'
science policy objectives.  For national wildlife refuges, work to
encourage the development of  scientifically sound model plans for
replication throughout the refuge system.  For the Forest Service,
work to assure that conservation assessments, agreements, strategies
and forest and regional plans are scientifically sound and effectively
promote the conservation of viable wildlife populations and ecosystem
integrity.

2) Work with leading biological experts, agency officials and local
NGOs to build and develop support and acceptance for Defenders'
management recommendations.   In the case of refuges, seek to enlist
the support and input of local "friends" and other support groups.  

3) Research and write rulemaking comments on species and unit
management plans relating to various national wildlife refuges and
forests.

4) Work with Defenders' interdisciplinary staff to achieve management
and policy objectives at individual refuges and forests.

5) Research, write and/or otherwise contribute to the development of
reports, publications, organizational policies and position
statements.


6) Represent Defenders in public meetings, hearings, press events,
conferences, coalitions, and in general communications with public
officials, the media and the public.  

7) Be a committed and effective advocate for all Defenders' programs
and objectives and other duties as assigned.

QUALIFICATIONS:

Candidates must possess a strong science background, with an
advanced degree in conservation biology, wildlife or natural resource
management or related field.  A working knowledge of wildlife and
their habitat needs, recovery of endangered species, and
landscape-level planning is essential.  Experience in translating
species and landscape concepts into specific land management
recommendations, sound policies and programmatic initiatives is
desirable.  Strong writing and oral communication skills are very
important.  The Science Policy Analyst must have strong interpersonal
skills and be able to work effectively with other staff in an
interdisciplinary team context.  Experience in GIS and/or population
modeling e.g. population viability analysis preferred.
