Judge favors S.C. abortion clinics

COLUMBIA, S.C. (AP) - A federal judge struck down South Carolina's 1996
abortion clinic regulations Friday, calling them an unconstitutional
infringement on a woman's right to an abortion. Judge William Traxler said
South Carolina's clinics have operated safely for nearly 25 years. But the
state "loaded these abortion clinics down with so many unnecessary
requirements that this court has no choice but to conclude that the
regulation unduly burdens a woman's fundamental right to undergo an
abortion," he wrote. The regulations, which applied to clinics that perform
at least five abortions a month, touched on most operations, from requiring
registered nurses to assist in abortions, to air-flow standards, to the
