Canada urged on endangered species

TORONTO (AP) - Canada's failure to pass an endangered species law prompted
an appeal Tuesday by American environmental groups for U.S. trade sanctions
against Canada. The U.S. groups said sanctions would be justified because
most of the 285 species at risk in Canada, including the grizzly bear,
woodland caribou and whooping crane, travel between the two countries.
Though the likelihood of sanctions is considered small, Canadian
environmental organizations, which have been battling for years to get an
endangered species law passed, welcomed the lobbying effort. The Canadian
government is publicly committed to adopting such a law, but a measure
introduced in 1996 died in Parliament without reaching a final vote. See
