Despite U.S. reservations and objections by Saudi Arabia and other oil exporters, most countries said during a U.N. conference on climate changes that they wanted a 1997 agreement on reducing emissions to take effect by 2002, German Environment Minister Juergen Trittin said. For those who would delay the protocol, signed in Kyoto, Japan, Trittin said, "You can stay out of this process if you want, but you can no longer stop it." Chief U.S. delegate Frank Loy said progress had been made toward involving developing countries, like China, and making sure measures to cut emissions would be cost effective. See full story |
